We are trying to organize individual card packs into groups based on availability - ranging from extremely rare to common.

I agree with this completely. If we base decisions on price alone then we are just a crappy price guide. For the most part, price does follow scarcity but as pointed out above, Batman may be the perfect counter example. Batman packs are constantly listed and seem to sell in the upper hundreds for graded examples and yes, I was one of those kids who worshipped TV Batman. (I have a vivid memory of buying Batman cards when I was about 6 or 7 years old).
So, should be Batman packs be moved down to limited? Maybe, though, the popularity of the packs (and the high prices) is the reason that they are so frequently listed. Possibly the ease of sales makes dealers try to list them as much as possible. But who is buying them? Let's face it. There are probably only a few dozen active pack collectors. As a collector, I'm trying to get one of each pack issued. I'm not interested in having a pile of Batman Packs just sitting in boxes at home. Maybe they are being opened and the individual cards are being graded...Card grading was the worst thing to ever happen to pack collecting!
That being said, I am OK with moving batman packs down to limited.
Mike and I have discussed this at length and we didn’t really come to a conclusion. We kind of felt like price should play some part, but not all of it in relation to the scarcity project.
if there are any thoughts on this would love to discuss more. Maybe our forum leader could jump in and provide us some guidance on voting.
In follow up to Wax Pack Dude’s comment, here’s an open question: Is this a survey to assess scarcity, or is scarcity really implying how expensive it is to obtain a pack?
Notably, prices on certain packs don't always correlate with scarcity. Batman packs are a good example. Relatively abundant, yet pricey due to the popularity of Batman. Should all Batman issues truly be listed as “scarce” in part because they are more popular and thus, more expensive? I believe this is a different criteria from scarcity.
Magic Tricks may be somewhat less popular and therefore more affordable, yet still remain scarce compared with most of the Batman issues or Beatles issues. Generally, I can go out and buy a Batman or Beatles Color pack...not so much for Magic Tricks.
I can certainly see the point of view on magic tricks being bumped up one class. My thinking was really geared towards selling price on that pack. It seems like we only see maybe 1-2 offered a year, but the selling price seems to stay fairly reasonable.
I agree with the Odd Rods categories. I'd say Magic Tricks is Scarce.
